PbT Consultants

"PbT Consultants Ltd" was awarded at least two study contracts by the European Commission, which were written by Steward Davidson, PbT Consultants, UK. "PbT Consultants" is otherwise unknown on the Net. "IBM Business Consulting Services", formerly known as "PwC Consultants", was awarded a major study contract in 2003. Steward Davidson used an ibm.net email address in his first "PbT Consultants" contract. He is also said to be a former employee of the European Commission. While PwC was a conglomerate of 30000 consultants, PbT appears to be a small independent consultancy, possibly with an IBM background.

Halbersztadt 2001/08/12: Could you amend the statistics if they are wrong?: The chief author of the evaluation report, Stewerd Davidson of PbT Consultants, had responded to Jozèf Halbersztadt, polish patent examiner, cautioning that Halbersztadt's method of statistical evaluation is not appropriate because the consultation was not a Gallup poll. Instead it would be appropriate to just characterise "the two viewpoints" and let the reader weigh them. Halbersztadt responds to this, charging (1) that the report is rich in numbers and tries to manipulate opinion with statistics anyway, (2) the attempted characterisation of viewpoints is shallow and also manipulative.
A Study on Telecom Policy conducted by Steward Davidson of PbT Consultants in 1998: conducted by Steward Davidson from PbT Consultants, using an IBM email address. The purpose appears to have been the establishment of a standard for an analogous telephone that would work across european national network boundaries.
