Study to analyse policy trends on intangible assets in Member States

The concept of intangible assets has become a key theme of European policy for industrial competitiveness. As Europe increasingly becomes a knowledge-based economy, intangible assets will become even more important factors of competitiveness.

In 1994 the European Commission has published a Communication entitled "An industrial competitiveness policy for the European Union" (COM/94/319 fin). This focused on supporting investments in areas such as training, R&D, and intellectual property rights.

In the 1998 report on "Competitiveness of European Industry", published by the European Commission, the role of intangibles has been stressed by producing a new classification of industry sectors in Europe.

The aim of this study is to carry out an analysis of policy trends on intangible assets in 6 Member States. The analysis should focus on the following countries: France, Germany, Italy, Netherlands, Sweden and United Kingdom.

The study should provide the Commission with :

  • an overview of Member States policies on intangibles, as well as general trends in consulting and accounting national businesses;
  • an overview of the major initiatives, taken and planned, for the promotion and launching of intangible awareness in the 6 Member States;
  • a comparative analysis between the 6 countries;
  • draft recomendations for action at EU level.

The contractor should: analyse national policies on intangibles; investigate the existence of national plans, identify major WEB sites on intangibles; identify past and future initiatives (i.e. conferences, workshops and key papers); identify key persons and organisations. The analysis should be developed by taking into account the key actors in each Member State, namely public institutions, private sector, universities and accounting/consulting bodies.

Tenders must be submitted to the European Commission by 29 october 1999, 16.00 hours. The invitation letter provides all necessary details.
